Investigating the Application of Remote Work for Construction Projects in Libya: Experience, Challenges, and Solutions

This study aims to analyze the experience of managing construction projects through the implementation of remote work within the United Nations Development Program (UNDP), and to examine the potential for adopting information and communication culture as a methodology for organizing and managing production in Libya’s construction sector. It further seeks to identify the main challenges encountered during the application of remote work and the success factors that supported its effectiveness and continuity. A descriptive-analytical methodology was employed, using a validated questionnaire to collect data from 45 participants out of a total population of 50, achieving a 90% response rate. The sample included managers and employees in finance, planning, development, and communications, all directly engaged in construction projects. Data analysis was conducted using the SPSS software package. Results indicated that remote work enhanced efficiency and facilitated task completion by improving flexibility and reducing commuting time. Nevertheless, several challenges emerged, including technical limitations, the need for continuous skill development, and difficulties in monitoring performance without direct supervision. The study concludes that addressing these challenges requires strengthening technological infrastructure and embedding a remote work culture within institutions. Recommendations include expanding training and development programs, ensuring provision of equipment and technical support, and emphasizing data protection alongside clear remote work policies. These measures are expected to improve performance efficiency and enable organizations to achieve their objectives more effectively.
